description: This research project continues the subject of my PhD thesis (presented in 2000) that discussed the governing of the Estonian region from the Great Northern War of the 18th century until the establishment of the regency (1710-1783). The shift from pre-modern to modern era (In German, Sattelzeit) has, in the last decades, gained significant attention from the historians of the Continental Europe. In the Estonian historical literature, this subject is mostly represented in the context of agrarian history and the national awakening. This research project will focus on the aspects of political history that so far have gained insufficient attention; most of all, on the so-called regency (Staathalterschaft) during the years 1783 - 1796, with the prospect of extending the scope of the research to include the first decades of the 19th century as well.

Therefore, the planned work is based on a proved methodology and a similar base of source literature. Because most of the literature can be found from the Estonian Historical Archives, as well as from the Library of the University of Tartu, most of the research would be accomplished in Tartu. However, the crucial part of the research absolutely needs the visiting of the Latvian Historical Archives in Riga, the Moscow State Archive of Old Acts, and the Pommer Land Archive in Greifswald.

To treat the ideological aspects of the research, the project also includes mrs. Kristi Kukk (a master student of history). Many renowned nationality scientists relate the emerging of nations with the modernization process of the society; in that a new and complex society needs an ideological network to sanction the changes and, on the other hand, hold the system together. The reach for enlightened absolutism through the establishment of regency created a paradox between the spreading of national ideology, the decrease in power for the class system and the imperialistic endeavors of Russia. That subject also, if researched thoroughly, would help to more profoundly bind the Baltic history with the general history of Europe.

Along with the finishing of the said M.A. thesis, the purpose of this research grant is to publish an Estonian-language monograph, and to publish internationally the results of the work in several journals.
