description: Realisation of the administrative reforms through the various structures is presumably more effective and quicker than under the aegis of one particular structure. Activities of various structures can be regulated with the help of and through the relatively universal mean - law. Therefore in the form of the theme of the research one has to do with the systematic work, wich includes legal-theoretical, empirical and practical recommendations, not proposing universal solutions, but rational alternatives, reality having been taken into consideration. However the quality of all alternatives is connected to the one common denominator - administrative reform in Estonia. So it may be claimed that by realization the legally, socially and economically accepted solutions will be worked out, so that the state and local government - balancing social and economic aims - could better serve the people.The results of the scientific work should be published, using for this purpose "Juridica as the only law journal of Estonia, and other possibilities. Taking into consideration the actuality of the theme, the writing of monograph(s) can not be excluded. The improving of the study of law based on the science also belongs to the expected results. Apparently the research work and its results allow to supplement both existing subject programs and to work out new programs of special and optional courses for the academic legal education in the bachelor's, post-graduate and doctoral studies.
