description: | Project Summary: The aim of the research is to find the ways to strengthen the financial basis of regional business environment, primarily with the help of flexible structures and financial support, using modern financial management methods. There is an assumption that a viable and perspective development of the region results from the strength of financial basis of business environment. The research deals with the financial basis of business environment in two different aspects: 1) companies' internal financial recourses and the ways for their increase; 2) external financial doping (support) and their integration with internal recourses. Flexible structures are basically connected with flexible co-management of financial structures and resources, taking into account both internal and external factors (taxes, supporting systems, the direction of regional development). There have been set up three main hypotheses within the research: 1) Strengthening the financial basis of regional business environment is a complex problem, where the government, local governments and enterprises must perform together in solving it. 2) Flexible management of financial resources and structures presumes grounded co-management of both internal and external factors (taxes, supporting systems, the direction of regional development) of enterprises and regions. 3) Strengthening the financial basis of regional business environment is directly linked with the elaboration of legislation of Estonian Republic and its implemen-ta-tion in regional level and enterprises. The results of the research are directed to the ministries of Estonian Republic, local governments and to Riigikogu (Parliament), i.e. for the needs of Estonian economy. |
