The objective of the project is to investigate the development of forest legislation in Estonia from the first respective acts of law to today in context with the economical and political development of society. Forest legislation will be treated as a reflection of the prevalent forest policy and as a means of shaping it. The theoretical and practical foundations of the forest acts implemented in Estonia will be determined; the theoretical and practical level of forest legislation will be analyzed in context with the contemporary thought of forestry; and the effect of legislation on practical forestry and subsequent legislation will be explored. For that purpose, the most important historical acts of law implemented on Estonian territory will be identified and published; as well, a monographic treatise will be composed on the development of forest legislation in Estonia. |
