description: The present-day historiography has developed on the basis of humanism, rationalism and scientific method, resting upon archival sources critically studied and appraised. The scholarly communication is directly connected to access restrictions. Thus, the access restrictions affect the process of historical research. This makes the study of the extent of access restrictions the fundamental issue in academic historical science, defining the limits of possibilities - i.e. historical truth.
The goal of the project is presenting the historical genesis and present-day situation of access restrictions in Estonia, Russia and European countries (primarily the member states of European Union). The preliminary hypothesis of research suggests that different types of access restrictions can be classified on the basis of several characteristics. Also an adequate typology will be presented and the factors affecting the formation of restrictions will be defined.
As a primary output of the grant project will be a monograph of 150-200 pages in Estonian. If the result - effective classification of access restrictions - will be successful, the monograph will be published also in English. In any case the minimum goal of the project is a publication in the authoritative scientific journal.
The applied goal for the survey will be the verification of the present system of access restrictions in the Republic of Estonia.
