description: The divergence in regional development is exacerbating tensions and impeding the development of free market-driven competition in the whole world, unions of countries as well as within the countries. The theoretical aspect of the research is addressed towards the following problems of interest in economics: outlining and quantitative estimation of the impacts stemming from uneven regional development; possibilities for exploiting the methods and methodology in measuring regional level and dynamics of development; analysis of underlying factors causing imbalanced regional development; determining the instruments promoting regional development and convergence and the assessment of their impact; determining the convergence policies and the possibilities for their implications.
Regional divergence has become an important impeding factor in Estonian development. The empirical aspect of this research is directed to relevant issues in Estonia characterizing the nature, scope, dynamics and reciprocal influence of different aspects in regional development: regional disparities in the level and dynamics of birth rates and migration; different endowments in human and social capital by regions; inequalities in provision with infrastructure and its diversified quality; unequal attainability of public services; regional differences in the level and dynamics of job opportunities; disparities in the demorgaphic structure of population and income level; widening gap between development levels of urban and rural regions; divergence in the tax bases of local governments; capability of regions in adjusting to the international competition by joining the EU.
Considering the topicality of the research problems, interesting results for enhancing the economic science and Estonian economic and social policy can be expected. The results of the research will be published in two collective monographs by Tartu University Press and in scientific articles in Estonia and abroad. As a final result, the strategic concept of Estonian regional development and the ways of its realisation will be indicated.
