description: The main objectives of the proposed study are the following: to analyze strategies of activity used by the personnel of local education management institutions and schools of general education and their views of participatory democracy at execution of provisions of democratization of education defined in state education acts; to carry out comparative analysis on how young and older (having worked under socialist system) teachers have accepted the changes accompanying democratization of education in their work and how it has influenced their coping resources.
In order to get answers to the tasks of the study qualitative and quantitative methods will be applied. The first stage of the qualitative study consists of structured expert interviews with officials of boards of education of counties and rural municipalities, members of boards of trustees of schools and heads of schools; the second stage in-depth interviews with the heads and teachers of the schools. The quantitative study consists in the form of a questionnaire involving teachers of the schools participating in the study. In addition the results of the survey of population "Eesti 2003" carried out by IISS TPÜ will be used.
As the result of the study, a book is going to be published in 2006. The study will contribute to understanding the execution of democratic policy in Estonian context in comparison with the democracy of Western Europe. Secondly, the data about the functioning of the process of democratisation at various levels of education management are needed for analysing the efficiency of education management and carrying out changes if necessary. Thirdly the education management institutions and schools participating in the study will receive feedback analyzing their activity at seminars.
