description: Health technology assessment measures costs and health outcomes of different alternative medical technologies (procedures, equipment, drugs etc) and compares costs and outcomes, using methods of full economic appraisal in order to make rational decisions in health care. Today Estonia lacks such a conception of health technology assessment and implementation, which is based on international experience.
To create the conception of health technology assessment, theoretical analysis of international experience is needed, along with practical experience from full economic evaluation of health technologies of one concrete disease. Rheumatoid arthritis (RA) of adult persons has caused big economic losses for health care system, patients, and their families and for the whole society, compared to prevalence rate, which is approximately 1%. Because of scarcity of health care resources in Estonia, it is important to know how to evaluate costs of different health technologies of RA and different RA patient management strategies.
The main aim of this research is to compose a model of health technology assessment and ways for its implementation, based on data about RA. It means realization of four tasks: 1) composition of models of the assessment of costs and health outcomes of different health technologies, 2) analysis of models on the basis of Estonian data about RA, 3) composition of implementation strategy for health technology assessment model, 4) composition of the conception of implementation and plan of concrete actions of health technology assessment activities for whole Estonia.
