description: | Mining causes a large number of technical, economic, ecological and juridical problems. It is suitable to use risk management methods for this purpose. Conventional theories do not enable to solve these problems. Prevention of the hazardous situations is more moral, ethical and economical than facing the adverse consequences. In the stage of design, risk management gives the possibility to determine negative consequences and to work out the methods of their mitigation. Risk management methods give the information about mining and its influence on the environment. Having received the information, management of a mine can come to adequate political and strategic decisions. Risk management is a very powerful tool to solve the complicated mining problems. In the world and Estonia, there is used the risk management methods in different branch of industry, but there are not many references on the mining problems. It is suitable to elaborate the concept and methods of risk management in mining, based on the data of Estonian oil shale industry. The data which have become available in the last 40...50 years concern experience obtained at about 400 mining blocks on the area of 100 km square. They give good bases for elaboration of the concept and methods of risk management, and for using the results for solving the mining and environmental problems. Project deals with following risk management problems: stability of a mining block, behavior of the aquifer and their influence on the environment; extraction of mineral resources and haulage; investments. The mining blocks in mined out area provides a good bases for elaboration of the concept and methods of the risk management. As the consequences of the mining and its influence on the environment are known, it is possible to improve the quality of the elaborated methods. For determination of the efficiency and adequacy of the elaborated methods, risk management for new, designed mining blocks in mines Viru and Estonia will be performed. The current mining technology - room-and-pillar mining with blasting will be used. The next problem is to work out the risk concept and methods for new technology in the stage of design as a case study in Estonian oil shale mines. The elaborated risk management conception and methods will be usable in different geological conditions, where the room-and-pillar mining system is used, and by unlike mining technologies. |
