description: The main goal of the project is the analysis of the "bazaar model" described by Raymond both in the context of development of E-learning systems and their content as well as development of methods suitable for Estonian educational context (also resulting in creation of an application prototype in the IVA learning environment). For this, existing practices and experiences on E-learning systems (E-University, Tiger Leap etc) should be analysed and systematised. A separate subgoal is to research quality control methods in community-based development and application of the methods in development of IVA and its content.Main work hypotheses are:
1.The community based development methods extensively used in free software development are suitable for developing E-learning systems.
2.Besides software development, the "bazaar model" is also applicable to content production.
3.Community-based peer review mechanism can guarantee adequate quality of the result notwithstanding the somewhat chaotic nature of the development.
4.Free software development model is more suitable than proprietary development model for constructivist learning applications..
