description: The project focuses on the analysis of institutional organisation and management devices of public administration reforms, i.e. intentional changes in systemic parameters of governance, like public service, inter-governmental relations etc. The already available collection of documents and archive materials enabled us to develop some general observations and to set some hypothesis about this dimension of PA reforms. From this output new research instruments will be developed: survey questionnaire for interviews and research protocol for country case studies. Main part of research activities will be semi-structured interviews and focus group interviews and processing the data collected during these interviews. Main representatives of main institutions-participants and representatives of target groups of reform will be interviewed. In theoretical part of research Estonian experience in building institutional arrangement and management of reform will be tested from the viewpoint of five main paradigms of interpretation of mechanisms of reform processes. Those paradigms are considered also as main determinants of variations of styles of reform design and implementation and also variations in institutional arrangements of reforms as soon as reforms are intentionally launched changes. This enables us to also analyse conceptual and practical aspects of failure or success of reforms in various stages. The project will be affiliated to the role of principal investigator as the coordinator of NISPAcee research group. Based on research protocol that is formed in the framework of the project the study of institutional arrangements and management of PA reforms in other CEE countries will be done. In the latter research case study method will be used. By the end of project manuscript of two books will be prepared. In the second book our role, alongside with Estonian case study and editing, will be preparation of comparative chapter that would promote our theoretical aims in this project.
