Since the beginning of 1990-ies the contemporary countries and societies are more and more dependent on the availability, quality of information and the efficiency of communication. This development has caused substantial changes in both international and national legal order, which has led several Member States of the EU to research the changes characteristic to the information society and to look for possibilities and necessity for reflection thereof in law.

Both EU and Estonian priorities in the field of information policy therefore call for connection between legislation, legal research and development. The development of EU law directly depends on the results of research and legislation of the Member States as successful implementation of directives in the Member States gives valuable feedback for further harmonization.

2. Main Aims and Hypotheses of the Research

The research is based on two interrelated hypotheses:
a) Digital communication can be characterized through communication models applicable in e-business and other sectors (individual-individual, business-individual, state-individual, state-state etc.) whereby relevant relations can be regulated by shaping a legal framework for each model;
b) Self-regulation allows more effective solutions to national problems in the field of information law and the feedback contributes to further harmonization of the EU law.

The main aims of the research are:
1) To analyze the influence of EU information law to Estonian law and the problems related to harmonization as well as the aims, tasks and limits of EU information law in order to provide unified solutions to the problems;
2) To analyze the possibilities of self-regulation in the Estonian legal order and to propose measures for encouraging self-regulation;
3) To clarify the relations between information law and other areas of society sciences in order to support the reasons of chosen solutions, to introduce self-regulation as a way to solve the problems;
4) To create a legal theoretical basis and sources for legal ordination of information in Estonia by taking into account the requirements and limitations of EU law, the Estonian constitution and national practices as well as characteristics of different communication models;
5) Based on the results of the research, to make proposals for further unification of EU information law.
