description: The idea of lifelong learning, first introduced by UNESCO in the beginning of 1970s, has received much more attention during the last years by researchers, politicians as well as by international organizations. Globalisation and on-going development of the knowledge-based society require new skills and competence. We have moved from a world where most people could expect to undertake little or no education after adolescence, to one where such education is a condition of economic survival. These questions are very urgent in Estonia as well despite the fact that Estonian employees are known as people with high qualification. The fact is also that there is a shortage of highly qualified workers in Estonia.
This project deals with the problem of adults’ continuing studies in the formal education system (basic, secondary and tertiary level) as from the lifelong learning perspective, there is a highly disturbing trend in the upper secondary education: the proportion of those not passing is increasing, the proportion not completing upper secondary education is increasing. These groups run the risk of being left outside lifelong learning.
The project suggests a new evolutionary approach. We assume that country-specific institutional systems (for example, education system, employment system, welfare state regime etc) are closely interrelated and complementary and yield strikingly different outcomes of analogous political reforms. It gives opportunity to compare Estonia in the backdrop of other European countries. Questions under investigation are as following: whether or not institutional framework of the society influences study careers, motivation of studies, experienced obstacles and support, perspectives after studies, assessment procedures etc. In these purposes a specific survey among actual participants will be carried out. A stratified sample (by level of education) will be drawn and adults will be contacted through institutions of formal educational system.
